I see. Indeed, the shipping cost and the shipping address are connected. If you need to calculate shipping cost, you most probably need an address as a requirement. If what you are trying to add into the cost is not exactly the cost of shipping, and the address is not necessary, then you shouldn't try to use the shipping costs for this.

Why not add the necessary costs into the price of the product or as an option with a single value and its price modifier?

In Ecwid have a lot of good, but one small thing ruin the whole program. Fatal!
When the E-product is sold, it will always be in the banking and credit card charges, and these charges are not dependent on the destination country.
Make this increase soon: If the shipping country is the whole world, and the product is E-product, then it is possible to set a flat shipping cost without the shipping address query.
If you understand the business, you will also understand that these extra costs can not be included in the product price!

Sorry, I am confused now. Does your shipping cost on that product depend on the shipping destination address?
