missing Province/Region in billing address when using credit card Paypal checkout

Hi, I know that Paypal uses the shipping address on ecwid as it's billing address. But when I checkout using credit card on Paypal the Province/Region field is not filled up. Why? And how to make that field to autofill from the ecwid State/Province Shipping Address.
By the way I selected Philippines in country, as I saw that it depends on the country selected. Thanks.
