It would be desirable that Spanish online stores in the billing form adding a text area called NIF / CIF this field is essential when bills can be made to our customers.

I am afraid it is not yet possible to add/remove fields in the billing address form. We're working on this feature though, so it will appear in one of the future versions. In the meantime you can consider one of the workarounds suggested in this article:
