I have tested your store as follows: I have added "Men's Bird Nerd Books & Binocs Tan" product to bad and proceeded to chekout with it. After I have entered a test US address fro Alabama state, there were shipping rates for several USPS shipping methods calculated. Please refer to the screenshot:

After selecting the "U.S.P.S. Priority Mail (1-3 days)$5.25" method I have proceeded to PayPal and, as far as I can see, the correct shipping rate has been applied there:

I have also checked your store backend, and as far as I can see, you have several USPS shipping methods enabled there. The use-defined flat fee equal to USD 1.00 per order is disabled, and all the products in the store have "Use global settings" option in their shipping rules enabled.

Could you possibly let us know if the issue with the incorrect shipping rate still has place? If it does, please let us know how we can reproduce it, and we'll thoroughly investigate it.
