There is currently no easy way to create such multi-admin store with different access levels, unfortunately. However, such a suggestion is already registered in our ideas base. Please feel free to vote for it if you find it useful:

As a workaround you can consider the following solution: each vendor provides you with a CSV file that contains their products data (SKU, price, quantity, description, image etc.) and you import that file in your control panel as described in this article:

Perhaps, such a solution would meet your requirements to some extent.
