Rather than (or in addition to) bulk discounts for individual items, my client wants to offer volume specials for when a customer buys several different products from different style categories all with the same pricing.

For instance:

1 (product) for $20.00
2 (of same OR different products) for $17.50 each
3 (of same OR different products) for $16.50 each
4 (of same OR different products) for $16.50 each
5 or more (of same OR different products) for $10.00 each

how can that automatically be discounted as the CART total increases?

The ability to set global discounts based on the order total will be released soon. It should suit you, I believe.

Can you be more definite about the global discounts release? If I cannot expect it within days then I should be looking for an alternative.

Unfortunately, no exact ETA. The feature is on testing stage at the moment, so it will be released as soon as we make sure it works as it should.
