Yes, just as it is stated in the control panel panel, the options you set to require signing in and providing a phone number in Ecwid will not affect the PayPal Express Checkout and Google Checkout. Those 2 are alternative checkout paths, they collect the customer data their own way and only provide Ecwid with the results. So the phone number should be required on those checkout systems too.
On PayPal, you can turn the Contact Telephone Number option at
https://www.paypal.com/cgi-bin/custo... to the On (Required) state.
Unfortunately, there seems to be no way to have a required phone number in the Google Checkout.
